How the ranking works

Every story gets a score out of 100 from published signals: how much we trust the outlet (four tiers, from official sources down to blogs, which never count), what the story is about (deaths, elections, courts, central banks, outbreaks, conflict score high; sport, celebrity and galleries score zero), how recent it is (half-life six hours), how many independent outlets carry it, how many countries' press report it, whether an official source confirms it, and its relevance to Nigeria and Africa. Headlines about the same event from different outlets are merged into one story; an outlet updating its own article never counts twice. The top list alternates between the Nigeria-and-Africa pool and the world pool so neither side can crowd the other out. "Breaking" means three Tier 1 or 2 outlets within an hour, or any Tier 1 wire. The rule is code, not taste: services/verification/newsworthiness.py and services/ingestion/clusterer.py in the engine.
